Vienna Apartment Inspection: How Vienna Property Works

October 16, 2026

Before signing the Kaufanbot, we check whether the apartment the buyer saw at the viewing matches the property described in the documents. Are the stated square meters included in the Nutzfläche? Has the remodeling been confirmed? Is the basement assigned to the apartment? What building expenses have already been agreed upon but not yet paid?

Vienna Property compares the Grundbuch extract, plans, apartment ownership documents, and Hausverwaltung reports. Any discrepancies identified impact the price estimate, purchase budget, and contract terms. For example, an insufficient reserve for roof repairs requires calculating a potential down payment, while the current lease may preclude occupancy on time.

We'll demonstrate this verification using the example of a three-room apartment in Vienna's Altbau: what documents we review, what we clarify with the seller, and what terms we agree on before signing. The specifications and amounts in this example are approximate.

1. Clarify the purpose of the purchase and the initial conditions

In our example, a family is considering an apartment priced at €420,000. The listing lists the apartment as 80 m², with a balcony and basement. Cosmetic renovations have been completed, and the monthly payments are €360. According to the seller, the apartment is available.

The buyer requires two separate bedrooms, the ability to live permanently, and move in within the agreed-upon timeframe. We outline these requirements before pricing. A cheaper apartment that's not suitable for the family won't solve the problem.

We also clarify the buyer's status and the need for permits. A foreigner's ability to purchase depends on their citizenship, federal state, and the circumstances of the transaction. Having a residence permit alone does not automatically qualify for a purchase. Applicable restrictions on foreigners purchasing real estate in Austria should be clarified before committing.

If permits or bank financing are required, this affects the timing and content of the offer to the seller. Oral agreements regarding these terms are insufficient.

"Before the purchase, I compare the seller's promises with the documents. Does the layout match? Will there be enough reserves for renovations? When will the apartment actually be available? My job is to find out all this before signing the offer and incorporate the answers into the terms of the deal.".

2. Collect documents before Kaufanbot

Vienna Property requests documents from the seller and the Hausverwaltung, compares the information received, and notes any missing confirmations. Access to the construction file and individual documents is granted with the necessary authorization.

For an apartment in an existing building, the kit usually includes:

✓ current Grundbuch extract and documents on essential entries

✓ Wohnungseigentumsvertrag — apartment ownership agreement

✓ Nutzwertgutachten — conclusion on the estimated value of objects and shares

✓ Construction plans and change documents

✓ Energieausweis — energy passport

✓ annual reports and current payment notices

✓ Information about the reserve, upcoming work and loans at home

✓ Available minutes of owners' meetings for the past several years

We distinguish between a plan from an advertisement and a construction plan. We check the remaining reserve for a specific date, and we don't equate a renovation discussion in the minutes with a final decision or budget.

If essential information is missing, it remains an open question. A promise to provide documents after signing does not allow the due diligence to be considered complete. The scope of the basic due diligence is also reflected in the Arbeiterkammer's recommendations for buying an apartment.

3. Check the Grundbuch and the composition of the acquired rights

In Grundbuch, we match the owner, share, and apartment designation with the seller's offer. For identification, the EZ (Einlagezahl), or land registry number, and the KG (Katastralgemeinde), or cadastral community, are important. The address alone does not replace these details.

The extract shows registered rights and encumbrances. For significant entries, supporting documents are required: a brief entry in the register does not always reveal the content of the restriction.

If a bank lien is registered on the seller's share, we determine whether it can be removed. The registered amount of the lien may differ from the current debt. The transaction must include current creditor information and the necessary documents for removing the lien.

We identify the encumbrances to be removed and the rights that will remain after the purchase. The procedure for removal and payment is established during the legal execution of the transaction.

The same approach applies to the basement. The key provided confirms access, but doesn't explain the purpose of use. It's necessary to check whether the space is assigned to the apartment and under what conditions. The contract should describe the scope of rights supported by the documents.

4. Check the area of the apartment and the balcony

In our example, 80 m² consists of 72 m² of interior space and an 8 m² open balcony. The listing combines these figures, so the initial price comparison requires adjustment.

Dividing €420,000 by 80 m² yields €5,250/m². Correlating the full price with the interior area yields a figure of approximately €5,833/m².

The balcony, however, retains its market value. A discrepancy in the calculations does not prove an inflated price or mean the buyer is entitled to a discount on the entire eight meters. When comparing offers, the interior area and additional spaces must be taken into account separately.

Vienna Property compares the expo pose, plan, area calculation, and Nutzwertgutachten. If significant discrepancies arise, an additional inspection or professional measurement is arranged. The Nutzwert itself does not represent the area of the apartment.

According to the Nutzfläche calculation rules, open balconies and loggias are treated differently. These differences are discussed in the Vienna City Guide to Nutzfläche. Therefore, it is important to determine the type of space and the applicable methodology before calculating square meters.

5. We check the redevelopment and technical condition

During the inspection, we compare the actual layout of the premises with the documentation. A relocated kitchen, combined rooms, or modified bathroom require an explanation: what was done and how the work was approved.

Construction approvals and the necessary consents under apartment ownership regulations are checked separately. A single permit does not always cover both issues.

If documents are missing, we clarify the scope of the changes and gather information to assess their feasibility. Until this issue is clarified, the apartment cannot be described as a property with all modifications confirmed to be legal.

A technical inspection covers visible signs of moisture, the condition of windows, heating, electrical systems, and ventilation. When purchasing an Altbau apartment in Vienna, we also consider the condition of the building's general structure and utility systems. Freshly painted walls don't indicate the remaining life of the roof.

Apartment inspection in Vienna

If signs of defects are detected that require a special conclusion, a specialist is called in. A routine inspection does not replace an inspection of hidden structures.

Before agreeing on a price, it's important to assess the necessary renovation work in Vienna: create a list of tasks and obtain a project estimate. The average rate per square meter is too approximate for this.

6. Read the Energy Information System and evaluate your heating system

In the energy performance certificate, we check the address, the date of preparation, and the building or facility to which the calculation applies. One of the indicators, HWB, characterizes the estimated heat demand for heating. It helps compare energy efficiency but does not show the customer's future bill in euros.

Actual costs also depend on the heating system, tariffs, apartment location, and usage patterns. Therefore, we compare the data sheet figures with available heating bills and the condition of windows and equipment.
It's impossible to determine the class based on the Altbau term: a house after a comprehensive renovation and a building without renovation can differ significantly.

As a general rule, the seller must promptly present an energy performance certificate no more than ten years old before the buyer's declaration of intent to purchase the property. After the contract is concluded, the seller must provide the energy performance certificate or a full copy within 14 days. Obligations and exceptions are described on the Austrian government portal.

7. Check your rent and future expenses at home

We compare the Hausverwaltung report with meeting minutes and the work plan. We are interested in the available reserves, commitments already made, and upcoming expenses.

The calculation example discusses a roof repair costing €210,000, and the available reserve is €75,000. If the entire reserve were used for this work, the deficit would be €135,000. With a confirmed allocation key of 3.2%, the estimated load on the apartment is 4 320 €.

This amount cannot be immediately declared a mandatory payment by the buyer. First, we determine whether the work has been approved, how defined the budget is, whether there are other obligations, and how the deficit is expected to be financed. The allocation key is verified specifically for the relevant expense category.

The provision and distribution of costs are governed in particular by §§ 31–32 WEG 2002. Existing agreements and statutory exceptions are taken into account separately.

Then we discuss the distribution of expenses with the seller. The compensation agreed upon in the contract does not necessarily change the obligation to pay to the homeowners' association. Therefore, the purchase terms must include clear terms and a payment mechanism between the parties.

8. Analyze the Betriebskosten and the acquisition budget

The monthly €360 in the example consists of €245 in operating expenses, €85 in reserve contributions, and €30 in other charges. We check the contents of each line, including whether VAT is included, and whether heating is included. Calling the entire payment "Betriebskosten" is incorrect.

We compare current advance payments with the completed reporting period. We also determine whether recalculations are possible, whether an increase in payments is planned, and whether the building is currently servicing its loan.

When budgeting for a purchase, we factor in mandatory fees. For a standard purchase with consideration, a 3.5% tax rate is typically applied. In our calculation, based on €420,000, this amounts to €14,700. The property registration fee is typically 1.1% of the value of the right being registered: based on the same basis, this would be €4,620.

The total cost is €19,320, excluding other expenses. Potential benefits and calculation criteria are verified on a transaction-by-transaction basis; the temporary benefit, valid until July 1, 2026, cannot be automatically applied to a new purchase in October.

We separately include legal support, applicable commissions, financing, and renovations. The remaining items are discussed in the article on additional fees and hidden costs when buying real estate in Austria.

For purchases with borrowed funds, we agree on the terms of the bank's decision and disbursement in advance. A preliminary estimate of the available loan for real estate in Austria does not guarantee approval of a specific apartment.

9. Find out if the apartment is actually available

We request information about the current lease, occupancy rights, and other rights of use. An empty apartment during viewing does not necessarily confirm the absence of third-party rights.

If a lease is protected by MRG ), purchasing the property does not guarantee its termination. For contracts covered by the Richtwert Act, the permissible rent is limited by applicable regulations. The possibility of termination is verified separately: a high purchase price does not simply entitle the tenant to a rent increase or a demand to move out.

With a permanent secured lease, vacating the apartment by the family's desired date may be unattainable. For a buyer looking to occupy the property for their own use, this is grounds for reconsideration. The applicability of restrictions depends on the property and the contract, not just the age of the building.

The date of free transfer, the condition of the premises and the composition of the remaining property are fixed in the terms of the transaction.

10. Translate the findings into Kaufanbot terms and conditions and the contract

Vienna Property creates a list of discrepancies and open questions for the buyer and all parties involved. It links each identified risk to the required document or condition.

Question What needs to be confirmed or agreed upon
Square The interior area and balcony are separate
Redevelopment Documents and admissibility of the changes made
Bank collateral The procedure for removing the agreed encumbrance
Roof repair Financing and cost allocation
Broadcast Date, condition and absence of an ongoing lease
Payments The composition of accruals and data for the completed reporting period

Kaufanbot can bind the buyer even before a detailed contract is signed. Therefore, the terms of financing, permits, and significant inspections are agreed upon before signing, with specific deadlines and consequences for failure to meet them.

The legal wording and procedures for the Treuhand are drafted by an authorized specialist. Technical reports are prepared by specialists in the relevant fields. The team's task is to gather the grounds for the decision, coordinate the actions of the participants, and ensure that the material findings of the audit are taken into account in the final report.

What does the buyer receive after inspection?

In the example discussed, the purchase decision requires confirming the permissibility of the redevelopment, agreeing to remove the bank lien, clarifying the financing arrangements for the roof repairs, and determining the grounds for the free transfer of the apartment. The price should be estimated based on the 72 m² of interior space and a separate balcony.

For each significant issue, it should be clear what document supports the answer, what expenses are possible, and who will bear them. If the amount hasn't yet been determined, it remains an uncertainty in the budget. If the seller promises to fix the problem, the terms of the deal must include a specific obligation, a deadline, and the consequences of a breach.

The due diligence is complete when the collected evidence is sufficient to support an informed decision. A purchase can be recommended when the apartment's legal status, technical condition, expenses, and transfer terms allow for its intended use. If this is not established, signing should be postponed, even if the price appears attractive.
